It could be "testing the waters" but I know some guys that do that to female friends frequently. Has he ever done it before? I'm assuming not from the post. It may become more clear after a few more encounters. If he meant something by it, then you can expect more to come. And if you would welcome advances by him, make sure that you seem open to him doing those things. If he was testing to see what your reaction would be then any 'negative' looking response could end his attempts.
