Now its only speculation, but HTLV and VISNA could have been linked to produce the new retro-virus which no natural immunity exists.

Well this one city were infected,(once again ill edit when i get the name), And the were immune to the virus, because the virus had to attach to the surface of t-cells, to get the ride into the lymphatic system. Most humans have a notched surface, but the people that were immune had smooth surfaces on the white blood cells(t-cells included). HIV acts in the same way, and so people having the double gene to create smooth surfaced white blood cells were immune, while having only one gave partial immunity.)- enough of the history lesson
