Tell your brother to rub some lotion or hydrocortisone on his ass so he doesn't have to scratch it all the time. I suffer from eczema too, and yes, sometimes the rashes appear in places that are less than ideal to scratch, much less talk about in public. But I'm not going to go and scratch them, especially when other people are around, even if it's my family. My cousin scratches his butt all the time and it's disgusting. Hopefully your brother washes his hands afterwards, which is something my cousin has to be told repeatedly to do.
