It really depends on your body. The first one will enhance your chest, make your legs longer, torso shorter and will go well with anyone's hair/eye color...except maybe a true red head. If you have dark skin or a dark tan I wouldn't buy it.

The second one will make you a little shorter, will only slightly enhance your chest, but it may do the opposite if you don't have much, and gives a "fun and free" feeling while still being nice enough to wear to a semi-formal gathering (meaning suits no tuxs). The colors will only look good on blondes, light brown haired or dark black. med to dark brown and red head is out of the question and would be harder to pull off.

Even though it's not fully shown in that picture I like the black skirt next to that dress. I think you could find a more suitable top to dress it up more, but that skirt is very cute, chic and can easily be dressed up or down depending on top, shoes and accessories so it can be wore without a formal to go to. Just my opinion. :)
