1.) At the penalty of losing certification, all medical institutions must have a mean graduate debt at or below (sensible number to follow).
Results:
Institutions will -
- Cease to offer admission to middle or low income students* (AND/OR)
- Only admit high income students (AND/OR)
- Restructure and lower costs to achieve a mode of (sensible number)
- Refuse (Have liscense revoked)
- Lie (Eventually have liscense revoked)

*WHO DOES THIS REALLY ELIMINATE: This eliminates people who want to risk their fortune on a high cost education with the hopes that they will be rewarded by a high income profession. Seeing as this plan has ever intention of making medicine a lower income profession, these people would ultimately be hurt anyway.

2.) The government will only provide grants and loans to those institutions with a mode of debt equaling or below (sensible number).
Results:
- Institutions that restructure will get more funding (incentive) and produce more graduates (begin to flood the market.)

Total possible results:
- Admission costs will be better diversified about a more reasonable mean, making med school not only more of a possibility, but something that you can make less money from and not be in trouble.
- Institutions that don't follow the law will be released from it and could create a business structure that is healthier than the main plan.
- With lower cost education, more people will pursue medicine, flooding the market with trained professionals.
- More professionals will result in a more diverse cost structure to fill niches in the market (IE more low cost options!)
