Foreign Aid:Where is it really going? [Part 1]

I recently, watched this stossel in the classroom clip about foreign aid. This clip really had me thinking about all the money we donate to countries like Africa. The question I got from watching this video clip is are [African] people really benefiting from the foreign aid. One journalist from Kenya went on to say that [the United States] we should stop giving Africa [foreign aid] money. She believes that the money is being used to furnish lavish lives for many of the top officials in Africa. While the people in Africa remain poor which is not fair.
I was shocked to learn that some of the food [the United States] we give[s] to these countries are actually being put on the black market for sale.How can the United States make sure foreign aid is really getting to the [African] people its intended for. We can tell these countries they have to use our money on what we said it was for, but they don't have to listen to us, right. They don't have to listen us because for one we don't want to get all involved in the process of handling their affairs. Which shouldn't be the case if we're handing over all that money.
