The Bloomberg administration has announced that it is immediately stopping the disbursement of funds to a Bronx, NY non-profit firm that was building a Hip-Hop museum, due to an unsatisfactory audit performance.
The Northeast Bronx Redevelopment Corp., which recently received a $4.5 million grant from the city council for construction of a multi-use building that would include the Hip-Hop museum, was barred from receiving $335,000 of a separate $355,000 grant approved in June because of the red-flagging of the group’s Vendex form.
"The money is frozen," a city official told the New York Post.
The Vendex form is a financial background questionnaire every city contractor is required to fill out prior to construction of new buildings.
The Northeast Bronx group had their Vendex form rejected after an audit of the company was completed last week, preventing them to receive any further contracts for building purposes.
Brad Maione, a spokesman for state Attorney General Eliot Spitzer, said the last filing on record for the group was completed in 1997, and no other tax forms had been filed since then, almost a decade ago.

Ludacris is back to take the music industry by storm with his newest solo album, Release Therapy, slated for release on September 26, 2006. Poised to be the song of the summer, the 1st single, "Money Maker," has scored the # 1 most added at radio with 54 adds and over 14 million in audience.
The video for Money Maker, directed by Melina, was just shot July 31st in Miami and made it's debut on MTV's "Making Of," on August 17th. The track features Pharrell, who also produced the track.
Release Therapy is Ludacris' most personal album to date. Dealing in topics ranging from politics to child abuse, the "release" portion of the disc will show another side of Ludacris to his fans. The "therapy" songs include cut loose tracks such as Gone Wild also produced by Pharrell.
"Music is therapeutic," commented Ludacris. "When I say Release Therapy, I just mean in what I do and speaking out. It is my Release Therapy, music, period. Every album I get more and more personal, start talking about issues that people would be surprised about or maybe didn't think I would say. I'm about to release."
Ludacris will soon be seen performing his newest single in support of Release Therapy, in a 30 minute special on the E! Network and on Late Night With David Letterman. Comment! Academy Award-winning rap group Three 6 Mafia asked for the dismissal of a lawsuit filed by man who claimed he
was severely beaten at a concert when fans followed lyrics of the song "Let's Start A Riot."
An attorney for the group filed a motion last week in Allegheny County Court saying there is no "genuine issue of material fact" to the complaint. The lyrics are protected under the First Amendment, the motion said.
Ramone Williams claimed in his lawsuit that he was beaten during a concert at a now-defunct Pittsburgh nightclub on Aug. 26, 2003.
Williams, who was 19 at the time, said he got into the club and became uneasy when the song began. Before it was over, Williams alleges, he was thrown to the floor, hit with a chair, stomped on and kicked in the face. His injuries included a fractured jaw.
Williams won a default judgment against the club. It closed, and its former operators did not answer the complaint.
Three 6 Mafia, of Memphis, Tenn., won an Oscar this year for the song "It's Hard Out Here for a Pimp" from the film "Hustle & Flow."

Veteran rapper Ice Cube has slammed the state of contemporary hip-hop, insisting most performers are only interested in the "bling" lifestyle.
The 37-year-old wishes more rappers would embrace political issues instead of material gain.

Willis Seeks Help For Panic Attacks
Former Busted singer Matt Willis has been visiting a counsellor to try and combat the panic attacks he has suffered since launching his solo career.
The British star admits he has been feeling the pressure since heading out on his own.
He says, "I get a bit dark sometimes. I get panic attacks and feel stressed about everything. I don't handle stress well, I can't concentrate.
"I feel very nervous and intimidated all the time. Everyone says I'm a cocky so-and-so but it's not until I'm onstage I can be everything I've ever wanted to be.
"I have a counsellor who I see when I get a bit stressed and need to chat. I'll ring him up and he'll tell me to go and see him."

Rapper Kevin "Young City" Barnes was released from Baltimore County Detention Center on $75,000 bail last week, after being arrested on armed robbery charges stemming from an incident in 2001.
One of the former stars of MTV's hit reality series Making The Band, Barnes was arrested July 31 in an Atlanta, GA. suburb, after being cited for speeding in Gwinnett County.
The rapper was held for several days before being extradited to Baltimore, MD, where he was originally charged with the robbery offenses.
Barnes was arrested as a result of several missed summons to appear in court to answer robbery charges he incurred in Sept. 2001. Barnes is facing seven counts of robbery, including two counts of robbery with a dangerous weapon.
According to the rapper's attorney Paul Gardner of the Baltimore-based Gardner Law Group, Barnes actually robbed the two men at gunpoint with BB gun when he was a juvenile.
Barnes will appear in court Dec. 4 to answer the charges.
"We aren't worried at all," Gardner told AllHipHop.com. "I know the outcome of the trial will be acquittal."
In the meantime, the rapper is working on his latest album titled Fast Life.
"I did songs with Chingy, TI, Soulja Slim, Princess from Crime Mob," Young City told AllHipHop.com. "I didn't want to put just everybody on my album. So I got people grinding like me on the album.”
Young City said he was no longer an artist on Bad Boy Entertainment, the label that released Da Band's debut release Too Hot For TV.
"No bad talk about Bad Boy," Young City said diplomatically. "I was doing music I wasn't really feeling, so I'm free now."
The first single from the album will be titled "Shut It Down."
"Artists money for the suckers," Young City said. "I'm not a rookie anymore, I'm here now, I know how it go, so I'm waiting to shop it to people waiting."
